• <br /> The Employer Survey <br /> The Legislature, local governments, program managers, and affected employers desire consistent, <br /> accurate, timely, and valid information about the CTR Law for use in decision-making, resource <br /> allocation, program development, evaluation, and other purposes. The basic success indicators of <br /> the CTR Law are reduced VMT per employee and SOV rates. Because employee surveys of <br /> commuting patterns will be a primary source of data about program performance, the Task Force <br /> has established guidelines for the use of surveys in the CTR Law. <br /> In all phases of survey administration, the state technical assistance team shall provide assistance to <br /> local jurisdictions and affected employers, when it is appropriate and feasible. <br /> Uses of the Survey <br /> The City and Community Transit will provide employers with technical assistance and support in <br /> conducting the surveys. Surveys, using the official state-provided survey forms, are required during <br /> the measurement years of 1995, 1997, and 1999. Surveys are not required during the base year <br /> (1992), but the City is strongly encouraging all affected employers to conduct surveys in the base <br /> year and will help to facilitate this process by processing the base year surveys. <br /> Employers may also supplement the state survey with additional questions of their own to aid in <br /> program planning. Employers will be responsible for processing their own supplemental surveys. <br /> Employers may use an existing alternative source of equivalent information as described in the CTR <br /> Task Force Guidelines (page 2-8). An example of acceptable equivalent information would be <br /> detailed travel diaries. In general, other forms of information cannot be used to stand alone as an <br /> alternative to surveys but can be used in addition to survey data if an employer's response rate is <br /> below 70%. <br /> Several possible uses of surveys are identified below. When surveys are required, affected <br /> employers shall provide the City either 1) survey data using the official state-provided survey form <br /> (Exhibit 1 presents the current official form.), and reporting format established by the Task Force, <br /> or 2) an alternative report that provides information equivalent to the official survey. <br /> When surveys are voluntary, the Task Force strongly urges employers to use the official state- <br /> provided survey forms. There are several benefits to using the official forms: 1) the employer does <br /> not pay for the design or printing of the survey forms; 2) the State will provide centralized <br /> processing (data entry and analysis) of the forms; and 3) the surveys provide consistent data, <br /> ensuring that the employers information is acceptable over the entire duration of the CTR Law for <br /> any reason listed below. <br /> • To establish a baseline measure of employee commuting habits for use by employers in designing <br /> their CTR programs (voluntary). <br /> 10 <br />
