; %„::11 <br /> City of Everett El/E?ETT <br /> Ordinance No. /9Q3- 93 <br /> An Ordinance Amending the Official City Zoning Map, as provided by <br /> Ordinance 1671-89 , as amended, Establishing an "H" Historic Overlay <br /> Zone for the Grand Avenue and Rucker Avenue Neighborhoods, Extending <br /> from the North side of 10th Street to 24th Street, and Modifying <br /> Certain Zoning Standards Therein. <br /> WHEREAS, Section 33 of Ordinance 1671-89, the Everett Zoning Code, <br /> provides for the establishment of the Historic Overlay Zone in areas <br /> of the City meeting certain specified criteria; and <br /> WHEREAS, a significant majority of the structures and properties <br /> located on Grand and Rucker Avenues, from 10th Street to 24th Street <br /> have been determined to be 50 years old or older, to be significantly <br /> associated with the history, architecture or cultural heritage of the <br /> community and to retain historic integrity; and <br /> WHEREAS, the District from 10th Street to 24th Street was identified <br /> within the Everett Historic Resource Survey as a potential Historic <br /> District because "it is a cohesive, intact neighborhood which exhibits <br /> residential architecture of quality and in various styles popular in <br /> the years between 1891 and 1930; " and <br /> WHEREAS, the Historical Commission has initiated a study of the Grand <br /> and Rucker Avenue neighborhood to determine if it should be designated <br /> on the Zoning Map as an Historic Overlay Zone for the purpose of <br /> protecting the historic qualities of the neighborhood; and <br /> WHEREAS, the Historical Commission has approved a study which <br /> recommends specific boundaries of the proposed Historic Overlay Zone, <br /> identifies the significant elements of the historic district, and <br /> proposes that specific provisions of the underlying zoning standards <br /> be modified to further the goal of preserving and enhancing the <br /> significant historic architectural qualities of the proposed Historic <br /> Overlay Zone; and <br /> WHEREAS, the Historical Commission has held public workshops to <br /> solicit public input from the affected neighborhood, and has reviewed <br /> the proposed modifications to specific code requirements; and <br /> WHEREAS, the Planning Commission has held a public workshop and public <br /> hearing to consider the proposed Historic Overlay Zone boundaries and <br /> regulations and has recommended that the City Council approve the <br /> proposed zoning boundaries and regulations; and <br /> WHEREAS, the City Council has held a public hearing to consider the <br /> recommendation of the Planning Commission; and <br /> WHEREAS, the City Council finds the following: <br /> 1 <br />
