Sewer service charge per month = Metered water usage x $21.50 <br /> 900 cubic ft. <br /> (The monthly charge includes the current state utility tax and $3.75/900 cubic <br /> ft. per month for Surface Water Quality Protection and Enhancement.) <br /> The minimum monthly charge regardless of usage shall be $21.50 per month. <br /> Section 3 <br /> Where the use of water is such that a portion of all the water delivered to the customer does <br /> not discharge into a City sewer due to commercial or industrial use, such as loss by <br /> evaporation or any other cause or use in manufactured products, such as ice, canned goods, <br /> beverages and the like, no sewer service charge shall be made because of water so used or lost; <br /> provided however, the water user shall provide proof as to the amount of sewage discharge <br /> and/or install a meter or other measuring device approved by the City Engineer to determine <br /> either the amount of sewage discharge or the amount of water so used or lost. <br /> Section 4 <br /> Where a non-residential metered water customer can demonstrate that its consumption of water <br /> is now and will be substantially in excess of surface water impact, the Public Works Director <br /> is authorized to adjust the charges for water quality protection and enhancement to adequately <br /> reflect any excessive disparity. The burden of proof shall be on the applicant for any <br /> adjustment and adjustment shall be retroactive. The Public Works Director shall develop <br /> criteria and procedures for such review. <br /> Section 5 <br /> The City of Everett will review the user charges at least annually and revise the rates as <br /> necessary to ensure that adequate revenues are generated to pay the costs of operation and <br /> maintenance including replacement and that the system continues to provide for proportional <br /> distribution of costs of operation and maintenance including replacement among users. <br /> Section 6 <br /> The City of Everett will notify each user at least annually of the rate being charged for <br /> operation and maintenance (including non-capital replacement) of the collection and treatment <br /> systems. <br /> Section 7 <br /> Person(s) of the age of 62 years or older and person(s) qualifying for special parking privileges <br /> under RCW 46.16.381 or a blind person as defined in RCW 74.18.020 shall be eligible to pay <br /> a reduced rate for water and sewer single family residence service in accordance with 45 CFR <br /> 1060.20, as follows: <br /> $26,000/yr income or less: 80% of current single family residence rates <br /> $18,000/yr income or less: 70% of current single family residence rates <br /> jw:mw449ord November 30,1992 <br />
