,X
PURL/L WORKS
April 1, 2015
Ms. Stacie Sakaguchi
Outlet Stores for Franz Bakery
206 South Weller St.
Seattle, WA 98144
Complaint: Accessible parking not available
Job Address: 430 E. Casino Rd
Complaint No: W1503-004
Permit No: B37780
RE: Building permit required to add van accessible parking stall
Dear Ms. Sakaguchi,
A complaint was received in March about the lack of accessible parking for this store location.
Based on research of previously permitted plans, a van accessible parking space is required.
Research
The permit issued on 10/7/92 for a tenant improvement for the store indicates a parking lot
plan without striped parking, attached. At the time, an accessible space was required by
Washington State law, per RCW 19.27, Chapter 96, Laws of 1974. Based on a recent site visit,
parking stalls are striped. Our records do not include a permit for this work, and would now
need to comply with current code, per IPMC section 108.1.4.
Requirements
A new building permit application is required for a van accessible parking stall and access aisle
with an accessible route to the main entry of the store, per IBC sections 1106.1, 1106.5, and
1106.6. All required parking per the zoning code should be shown on the plans. A building
permit application should be submitted within 60 days of the date of this letter, to include two
sets of drawings of the dimensioned parking layout, accessible parking signage, and the
accessible parking stall access aisle.
Codes cited refer to the 2012 International Building Code (IBC), and the 2012 International
Property Maintenance Code (IPMC), as amended by the State of Washington and adopted by
the City of Everett. The current IBC referenced standard for accessible design is the 2009
"Accessible and Usable Buildings and Facilities" (ICC/ANSI A117.1). Federal ADA regulations and
standards may be more restrictive. These comments address building issues only. Revisions or
additions may be required by other departments (Utilities, Traffic, Planning, or Fire). All
required submittals must be of sufficient detail and information to ensure that the proposed
structure will be constructed in compliance with all adopted codes.
Sincer-ely,'I
Meg Haley, RA
Plan Review/Architect mhaley@everettwa.gov 425-257-8813
i
YZ
ti
