The building code applies to new permit <br /> applications for the design of tenant improvements and for the design of new buildings. For existing buildings with <br /> tenant improvements, compliance with this particular code section may not be triggered, depending on the scope of <br /> improvements in the permit application. <br /> • Washington State has amended the 2012 International Building Code (IBC) to include public (customer <br /> access) to toilet rooms when the building is occupied, per IBC section 2902.3.1. This section was not <br /> adopted by the state in the 2009 IBC. <br /> • This is not a retroactive code which requires customer access to toilet rooms in buildings used by the <br /> public, such as retail shops. <br /> The thrift shop was applied for a building permit in 2002, when access to toilet rooms for customers was not a building <br /> code requirement.
