In addition, if the labor organization or collective bargaining representative refuses to <br /> engage in arbitration with a contractor after the contractor's efforts to meet have <br /> been rebuffed and the contractor has requested arbitration, the contractor may be <br /> relieved of its obligation to engage in arbitration to develop its Labor Harmony Plan. <br /> VII.
