This application is for the funding of modifications <br /> at Portal#3 in the Lake Chaplain Reservoir. The project will involve the construction of a stainless steel pipe <br /> which will connect a 54-inch concrete pipe to the tunnels that lead to the transmission lines. This pipe will <br /> then be encased in concrete to provide a positive barrier between the potable water inside Portal #3 and <br /> untreated lake water. The total project cost is estimated to be $1.06 million which is within the funding range <br /> of the DWSRF program guidelines. The terms of this low-interest loan are a 1.5% interest rate with a 20-year <br /> term. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize the Mayor to sign the 2011 Drinking Water State Revolving Fund Loan Application for the Portal <br /> #3 Modifications at the Everett Water Filtration Plant. <br /> 3 <br />
