3 <br /> • <br /> Describe the public health concerns this project will address: <br /> Prior to the construction of the Everett Water Filtration Plant(WFP) at the Chaplain Reservoir,water was conveyed via <br /> Portal#3 to the Panther Creek Screenhouse where it was treated with a chlorine disinfection process.The air gap in <br /> Portal#3 did not contribute to a public health risk because the drinking water was treated downstream of the Portal. <br /> After construction of the WFP in 1983,water was filtered and treated at the plant and then passed through Portal#3 to <br /> the transmission system with no further treatment. <br /> Recently, due to the deteriorating condition of Portal#3,the City contracted with Concrete Restoration, Inc.to repair an <br /> underwater crack that was allowing untreated lake water to leak into the portal and mix with the treated potable water. <br /> The repair involved two attempts on July 27th and July 28th, 2010 to inject sealant into the crack before the leak could <br /> be stopped. <br /> This incident highlighted the need to reconstruct Portal#3 with a hard barrier between the untreated lake water and the <br /> potable water. <br /> Describe the compliance issues this project will resolve: <br /> On January 13, 1983 the Department of Social and Health Services approved the Water System Separation Project in <br /> accordance to WAC 248-54 with conditional provisions.The City of Everett has continuously operated the project in an <br /> effort to protect public health by filtering and delivering potable drinking water to its citizens and purveyors.As part of <br /> this operation,the separation of unfiltered lake water,which could contain pathogens, and potable water is paramount to <br /> public health and safety.The air gap created in Portal#3 has been a continuous issue since the approval of the Water <br /> System Separation Project. <br /> More recently, on July 5, 2006 the Department of Social and Health Services assistant Regional Manager, Mr. Derek <br /> Pell, P.E., wrote the following conclusion as a result of a safety survey at the Water Filtration Plant,"portal#3,located <br /> within Lake Chaplain, exposes treated water to the atmosphere below lake level within the intake structure.There is a <br /> SIGNIFICANT RISK for untreated surface water to enter the intake structure and be conveyed to customers." In <br /> response to this concern the Department of Social and Health Services has accepted the Cities good faith effort to <br /> contract with an Engineering Consulting firm to design an appropriate system separation to resolve this issue. <br /> The design work is nearing completion and the City intends to move forward with this project as soon as possible. <br /> Describe other benefits for this project(s): <br /> The earthquake stability of Portal#3 has been evaluated and it has been recommended that the City of Everett proceed <br /> with implementing a method to stabilize the portal during a 2500-year seismic event.This project will increase the <br /> stability of Portal#3 as it rests in the lake and will also increase the mechanical attachment between the portal and the <br /> runnel. <br /> DOH Form 331-201 (Rev.10/10) 52 <br />
