All requirements are preliminary in nature, and are based upon the preliminary site <br /> plan and the ordinances in effect at time of submittal for SEPA review. The proposal must <br /> comply with all ordinances in effect at the time a complete building permit application is filed, <br /> including those not specifically set forth herein. (Exception: For vesting under the Zoning Code, <br /> please refer to Section 44 of the Zoning Code). Washington State Dept. of Ecology (NPDES Construction Stormwater General Permit). <br /> APPLICABLE CONDITIONS FROM SW EVERETT MITIGATION DECISION DOCUMENT <br /> Section 1: LAND USE <br /> 1.3 Mitigation Measures: None. <br /> Section 2: TRANSPORTATION <br /> 2.3 Mitigation Measures: None. <br /> Section 3: EARTH/GEOLOGICALLY HAZARDOUS AREAS <br /> 3.1 Threshold <br /> All slopes that are not designated environmentally sensitive may be modified. Major cuts and <br /> fills will likely occur to make sites suitable for development. <br /> Sites that are designated environmentally sensitive may be modified only in compliance with <br /> environmentally sensitive areas regulations. Disturbance of environmentally sensitive areas to <br /> construct necessary utilities will be limited to the minimum necessary for construction. <br /> 3.3 Mitigation Measures: <br /> Prior to Construction <br /> 4. Prior to issuance of grading permits for removing earth from a site, the applicant must <br /> demonstrate that permits have been obtained for placement of the earth off-site. (SEPA <br /> Earth and Water Policies) <br /> During Construction/Earthwork <br /> 6. In order to minimize erosion during construction, all soil piles shall be covered with plastic <br /> sheeting or other impervious covering staked to the ground or anchored with rocks or <br /> sandbags. Berms, earthen or otherwise, must be constructed at the perimeter of excavated <br /> areas to prevent adjacent site runoff from entering the excavations.
