7. The funds allocated to the Boys and Girls Clubs will be used for the proposed clubs and projects,but 1 <br /> the priority for the use of funds will be determined by the Boys and Girls Clubs and may be adjusted as <br /> bids are received and projects completed. The funds may be used for the Cascade Club,the Casino <br /> Road Club, and the North Everett Club to accomplish the club improvement projects proposed in the <br /> 2011 Action Plan. <br /> 8. Capital projects such as recreation and park facilities, club facilities,health care facilities and similar <br /> facilities using Community Development Block Grant funds are required to match funds at a minimum <br /> of a 50/50 match starting in the 2012 program year. <br /> 9. Housing and capital projects funded with Community Development Block Grant,HOME,and Housing <br /> Trust(2060) funds will be loans with terms and conditions brought back in contract form for City <br /> Council approval unless there is other direction given in this resolution. This does not include loans <br /> approved by the Community Housing Improvement Program Loan Review Committee. The loans for <br /> the housing projects will be paid back to the City of Everett. For rehabilitation projects using Rental <br /> Rehabilitation funds there is a minimum of a 50/50 match for these funds now and in the future. <br /> 10. For all Public Service Funding programs, Interfaith Association Operations, Cocoon House operations <br /> and building purchase,Everett Gospel Mission improvements, Snohomish County Weatherization, <br /> Friends of Youth, Boys and Girls Club improvements,and Minor Home Repair approved in this <br /> resolution,the Mayor is authorized to execute the contracts and necessary documents to implement the <br /> approved projects <br /> 11. The required application forms and information are to be sent to the U.S. Department of Housing and <br /> Urban Development to complete all application requirements and the Mayor is authorized to sign and <br /> provide the needed documents. <br /> 12. The 2011 Action Plan is hereby approved to be submitted to the U.S. Department of Housing and <br /> Urban Development and to complete all application submittal requirements. <br /> 13. The first priority for HOME funds is for CHIP housing rehabilitation loans, and those funds shall be <br /> allocated to the CHIP program as long as they are needed to fund housing rehabilitation loans. <br /> 14. Up to $150,000.00 in CHIP loan funds (Fund 197)may be used for downtown building improvements <br /> through a loan program with the same loan rates and terms of owner occupied CHIP loans. <br /> 15. Neighborhood funding proposals will be considered in the future when past allocated funds have been <br /> spent. <br /> 16. The City will work with Parkside Services and Washington Home of your Own to apply for <br /> Neighborhood Stabilization Program 3 federal funds passed through the State of Washington to <br /> recover foreclosed upon houses in qualifying areas. If these agencies are unable to perform city staff is <br /> authorized to work with other agencies that have the capacity to do the work.
