All but four have had control projects to <br /> reduce overflow events. As part of the National Pollution Discharge Elimination System (NPDES) Permit <br /> for the Water Pollution Control Facility,the City was required to complete the design of the controls for the <br /> four remaining uncontrolled combined sewer outfalls by December 2008. The City submitted plans and <br /> specifications for the Bond Street CSO Control Facilities to control overflows at these final four outfalls in <br /> December 2008. Washington State Department of Ecology approved the plans and specifications for this <br /> project. In 2009,the total estimated cost for this project was $23 million. <br /> The City received a State Revolving Fund (SRF) loan for construction. The Lift Station 2 Force Main <br /> Extension is one of the projects funded by the SRF loan. The Lift Station 2 Force Main Extension is the <br /> third of five construction packages for the Bond Street CSO Control Facilities project. The project needs to <br /> be bid at this time in order to construct it by the October 2011 deadline in the SRF Loan Agreement. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Authorize Call for Bids for the Lift Station 2 Force Main Extension. <br /> • <br /> 17 <br />
