EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET 2
PROJECT TITLE:
PEG fee from Comcast and 04/13/11 Briefing COUNCIL BILL#
Frontier Proposed Action Originating Department Administration
Consent Contact Person Debra Bryant
04/20/11 Action Phone Number 8608
First Reading FOR AGENDA OF 4/13/2011
Second Reading
Third Reading
Public Hearing
Initialed by:
Department Head
CAA ,1.
Council President
Location Preceding Action Attachments Department(s) Approval
Amount Budgeted -0-
Expenditure Required -0- Account Number(s):
Budget Remaining -0-
Additional Required -0-
DETAILED SUMMARY STATEMENT:
The City currently receives a capital contribution of one dollar per subscriber per month from Comcast and
Frontier, commonly referred to as a PEG (public, educational, governmental) fee. PEG fee revenue can only be
used for capital investments necessary to broadcast on PEG access channels, such as acquisition of related
equipment for Everett TV.
In order to better define cash flow needs, Administration, with City Council input, will develop new
programming and capital investment guidelines for Everett TV. Once City Council has formally adopted the
new guidelines, the City will be ready to move forward with an RFP process for purchasing equipment
necessary to operate the system, and the extent to which the PEG fee is needed to support the system's capital
needs. Until this process is complete and funding requirements are determined, Administration recommends
that collection of the PEG fee be suspended.
RECOMMENDATION (Exact action requested of Council):
Authorize the Mayor, pursuant to the franchise agreements,to suspend collection of the PEG fee from Comcast
and Frontier.
2
