Fences within the front setback area and between any street and buildings shall not exceed <br /> :three feet six inches high and be no more than seventy percent solid to maintain views into the <br /> street for security. Exception: Fences up to six feet in height may be permitted no closer than ten <br /> j feet from the sidewalk, provided they allow pedestrian visibility into the site (no more than thirty <br /> percent solid) and are complemented with landscaping features. <br /> b. Fences taller than three feet six inches and visible from a street shall be screened with Type I <br /> or III landscaping (as defined in Section 35.050) to mitigate the visual impact of a wall on the <br /> street. <br /> c.
