18 <br /> Exhibit A <br /> Scope of Work <br /> Objective 1: Identify Study Attributes and Keywords to Guide Literature Review <br /> Tasks <br /> The County's contractor (Brown & Caldwell, or"contractor") will prepate a preliminary list of <br /> study attributes and keywords for the effectiveness literature review based on the outline in the <br /> SWG's June 2010 strategy document. The literature review will also look for studies that <br /> compare the effectiveness of general permit approaches (i.e., jurisdiction by jurisdiction) to <br /> watershed-based permit approaches for municipal stormwater management. The contractor will <br /> e-mail the draft list to the County, the SWG BMP Effectiveness Monitoring subgroup, and the <br /> WSDOT librarian. The contractor will then hold a brief conference call to discuss the attributes <br /> (e.g., BMP type, study area size, land use, dates, duration, methods, performance metrics, key <br /> findings, investigators/authors, level of scientific rigor, etc.) that should be summarized for each <br /> study. (The attribute list will be used to develop templates for the summarizing the literature <br /> review results in Task 3). The contractor will solicit input on the draft keywords to guide the <br /> literature query and ask SWG members to identify existing databases and other potential <br /> sources for literature relevant to stormwater management effectiveness. In addition, the <br /> contractor will ask the SWG sub-group to identify any specific studies that should be included in <br /> the literature review. <br /> After the meeting, the contractor will revise the keyword list and send to the SWG effectiveness <br /> sub-group for review. The contractor will revise the keyword list based on input from SWG sub- <br /> group. <br /> Objective 2: Conduct Literature Search and Obtain Relevant Documents <br /> Tasks <br /> The WSDOT librarian will query recent published literature (e.g. WERF, JAWRA, Stormwater, <br /> CASQA, CWP, EPA, International BMP Database, Tri-County database, UW Urban Waters, <br /> WSU Stormwater Technical Resource Center) to identify documents that appear relevant to the <br /> effectiveness measures listed in Table 3 above. WSDOT will flag any documents that would <br /> need to be purchased. The contractor will review the results of the WSDOT query to screen out <br /> any documents that may not be useful and identify the documents that should be included in the <br /> literature review. The contractor will meet with the County and SWG sub-group to review and <br /> prioritize the list (low, medium, high). If a summary of the Phase II permittees' effectiveness <br /> monitoring questions is available, the contractor will use it to help establish priorities. Costs to <br /> purchase documents will also be considered. WSDOT will then obtain copies of as many <br /> documents as possible within the available budget and timeframe, starting with the highest <br /> priority documents. <br /> Objective 3: Review and Summarize Relevant Literature <br /> Tasks <br /> The contractor will prepare a draft template for the literature review summary document. Based <br /> on current understanding, the contractor expects the document will consist of(1) a brief written <br /> summary of each relevant study and (2) an Excel database summarizing the key attributes of <br /> 1.
