Other Commissioners attending: Clair <br /> Olivers, Don Chase, Don Hale, Scott Murphy, and Chris Adams. <br /> Commissioners Absent: Loren Sand and Sandra Alder. <br /> Commissioner Murphy was not present for roll call; however, he did arrive at 6:35 p.m. <br /> Staff Present: Allan Giffen, Dave Koenig, Gerry Ervine, Steve Ingalsbe, and Kathy Davis <br /> Meeting Minutes <br /> 6:33:06 PM <br /> Motion: Commissioner Olivers made a motion to approve the February 15, 2011 meeting <br /> minutes. Commissioner Hale seconded the motion. <br /> Vote: Commissioner Adams, yes; Commissioner Hale, yes; Commissioner Chase, yes; <br /> Commissioner Olivers, yes; and Chair Sosin, yes. <br /> Motion Carried. <br /> 6:33:34 PM <br /> Item #1: Public Hearing and Recommendation —Changes to the Fence Standards for the <br /> Core Residential Development and Design Standards. <br /> Allan Giffen, Planning staff, distributed a map of the Core Residential area to Commissioners. <br /> In 2008, the City adopted new standards for homes constructed in the core residential area to <br /> create better design standards that were more compatible to the style of homes in the north <br /> Everett neighborhood area. The streetscape includes what happens between the building and <br /> the street such as yards and fences, is also an important element that helps maintain the <br /> character of the neighborhood. <br /> Steve Ingalsbe, Planning staff, showed some pictures of what types of fences would and would <br /> not be allowed under the new regulations. Mr. Giffen stated that the good examples <br /> represented a more open relationship between the neighborhood and dwelling. At the previous <br /> commission meeting, there was some discussion regarding screening yards in disrepair; <br /> however, the intent of the regulations would discourage screening and encourage a more open <br /> streetscape between the street and dwelling. Mr. Ingalsbe presented some graphics (interior, <br /> corner, and multiple family lots) of what would be allowed under the new regulations. <br /> 6:45:00 PM <br /> 19 <br />
