The words "Bond Insurer" means the Qualified Insurer of the municipal bond insurance policy issued with respect to the Project Bonds and Refunding Bonds, if any. The words "Bond Register" mean the records maintained on behalf of the City containing the name and mailing address of each owner of the Project Bonds and the Refunding Bonds or the nominee of such owner, and such other information as the Bond Registrar shall determine . The words "Bond Registrar" mean the fiscal agencies of the State of Washington in either Seattle, Washington, or New York, New York, for the purpose of registering and authenticating the Project Bonds and the Refunding Bonds, maintaining the Bond Register, effecting transfer of ownership of such Bonds and paying interest on and principal of (and any premiums pursuant to call on) such Bonds . The words "Bond Year" mean the one-year period beginning on the date of issue of the Project Bonds and Refunding Bonds and ending on the day prior to the first anniversary thereof, and each subsequent one-year period. The words "1992 Bonds" or "Bonds" mean the not to exceed $38, 695, 000 City of Everett, Washington, Water and Sewer Revenue and Refunding Bonds, 1992 authorized by this ordinance.
