E!/EJZETT <br /> ORDINANCE NO. 1883-92 <br /> AN ORDINANCE adopting the 1991 Edition of the Uniform <br /> Housing Code and repealing Ordinance No. 1613-89 <br /> THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: The Uniform Housing Code, published by the <br /> International Conference of Building Officials, being <br /> particularly the 1991 Edition thereof and the whole thereof, save <br /> and except such portions as are hereinafter deleted, modified or <br /> amended are hereby adopted by reference and incorporated herein <br /> as fully as if set out at length herein. <br /> SECTION 2 : Amendments Made In The Uniform Housing Code. <br /> A. Chapter 1, Section 102 of the Uniform Housing Code, 1991 <br /> Edition, which reads as follows: <br /> The purpose of this code is to provide minimum <br /> standards to safeguard life or limb, health, property <br /> and public welfare by regulating and controlling the <br /> use and occupancy, location and maintenance of all <br /> residential buildings and structures within this <br /> jurisdiction. <br /> The purpose of this code is not to create or otherwise <br /> establish or designate any particular class or group of <br /> persons who will or should be especially protected or <br /> benefited by the terms of this code. <br /> be and the same is hereby amended to read as follows: <br /> It is expressly the purpose of this Code to provide for <br /> and promote the health, safety and welfare of the <br /> general public, and not to create or otherwise <br /> establish or designate any particular class or group of <br /> persons' who will or should be especially protected or <br /> benefited by the terms of this Code. <br /> It is the specific intent of this Code to place the <br /> obligation of complying with its requirements upon any <br /> person owning, operating or controlling any building or <br /> structure within its scope, and no provision of nor <br /> term used in this Code is intended to impose any duty <br /> whatsoever upon the City or any of its officers or <br /> employees, for whom the implementation or enforcement <br /> of this Code shall be discretionary and not mandatory. <br />
