The <br /> fact is many of the changes necessary will involve <br /> large expenditures of money and therefore enforcement <br /> is not easy. <br /> Structural features such as open stairways (which have <br /> provided means for quick upward spread of fire and <br /> suffocating fire gases) , lack of firestopping in walls <br /> or ceilings, highly flammable surface finish materials <br /> on walls and ceilings, large area combustible <br /> construction, and inadequate protection against fire in <br /> other occupancies, have all been factors which have <br /> aided in rapid spread of fire with resulting actual or <br /> threatened loss of life. <br /> Standards for existing structures cover features <br /> affecting safety to life from fire are contained in <br /> appendix 1-A of the Uniform Fire Code as recommended by <br /> the Fire Code Institute for enforcement by all <br /> municipalities. <br />
