• • EYERETT ORDINANCE NO. 1879-92 AN ORDINANCE creating a special fund entitled "Animal Shelter Construction" Fund No. 367, Program 920, authorizing the design and construction of a new animal shelter. WHEREAS the City Council has recognized the need for a new animal shelter within the City of Everett; and WHEREAS the city Council directed administration to proceed with planning and site development for the Animal Shelter on City owned property adjacent to Langus Park and the Water Pollution Control Facility providing access and review by the Park board; NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: A special construction fund is hereby established as Fund No. 367, Program 920, entitled "Animal Shelter Construction" to accumulate the design and construction costs required to construct a new animal shelter. Section 2: Authorization is hereby granted to the City Services Director under the administration of the Mayor, to assume full responsibility for conducting all tasks and performing all necessary steps to accomplish the actions authorized by this Ordinance. Section 3: The estimated cost of the project authorized is $1,000,000 including all costs related to design, construction, equipment and furnishings, contract administration and their associated costs. Section 4: The sum of$1,000,000 is hereby appropriated to Fund 367, Program 920 "Animal Shelter Construction". A. Use of the appropriation shall be: Design/Permits $ 196,800 Construction $ 803.200 Total Estimated Costs $1,000,000 B. C.I.P. II (Councilmanic Bonds) $1,000,000 C. This appropriation shall not lapse, but shall be carried forward from year to year until fully expended or the purpose has been accomplished or abandoned without the necessity of reappropriation as per R.C.W. 35.33.151. Section 5: The City Treasurer of the City of Everett is hereby authorized to negotiate a reasonable rate of interest and obtain temporary financing to satisfy interim costs. Temporary financing shall be redeemed as soon as reimbursement is received.
