• <br /> EI/E/FETT <br /> ORDINANCE NO. 1859-92 <br /> AN ORDINANCE CREATING A SPECIAL PROJECT FUND ENTITLED <br /> "Study of SR 526 High Occupancy Vehicle (HOV) Treatment <br /> Alternatives" , Fund No. 365. <br /> WHEREAS, the City Council recognizes that as new development takes place in <br /> the Southwest Everett and Paine Field areas consistent with the Southwest <br /> Everett Comprehensive Plan, Snohomish County's Paine Field Area <br /> Comprehensive Plan, the Paine Field Airport Master Plan, and the City of <br /> Mukilteo's Comprehensive Plan, that access improvements must be made to <br /> accommodate the increase in the vehicular traffic generated by this <br /> development; and <br /> WHEREAS, the traffic studies conducted by the Boeing Company show that some <br /> form of High Occupancy Vehicle (HOV) facilities are needed on SR 526 to help <br /> accommodate increasing traffic volumes; and <br /> WHEREAS, the study, design, and construction of HOV improvments on SR 526 <br /> are an integral part of the program to mitigate the off-site traffic impacts <br /> of the Boeing plant expansion; and <br /> WHEREAS, the Boeing Company has pledged funding for the study, design, and <br /> construction of HOV improvements on SR 526; and <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1. A special project fund is hereby established as Fund No. 365, <br /> entitled "Study of SR 526 High Occupancy Vehicle (HOV) Treatment <br /> Alternatives" , to accomplish the actions authorized in Section 3 of this <br /> Ordinance. <br /> SECTION 2. Authorization is hereby granted for the "Public Works Department" <br /> to assume full and complete responsibility for conductiong all tasks to <br /> accomplish the actions authorized in Section 3 of this Ordinance. <br /> SECTION 3. The tasks or actions to be performed under this Ordinance are the <br /> study of HOV improvement options on State Route 526. <br /> SECTION 4. The City shall receive into this fund certain funds from Boeing, <br /> and shall utilize these funds only for those purposes identified in Section <br /> 3 of this Ordinance. <br />
