August 5, 2015 <br />Moved by Council Member Roberts, seconded by Council Member <br />Stonecipher, to approve a proposal amending the City Council Rules <br />of Procedure for the conduct of Council, adding a new section, City <br />Council Subcommittees. <br />Considerable discussion ensued. <br />Council Member Roberts remarked that the crafting of policy options and <br />alternatives are often done by city staff without the Council's engagement, <br />and subcommittees would allow additional dialogue earlier in the process. <br />Council Member Moore stated that he doesn't think the proposal is a <br />significant shift from the way the City Council operates now, and for <br />efficiency, clarity and public access, he would prefer to retain the current <br />structure. <br />Council Member Murphy expressed concern that the public would be less <br />able to participate because they are excluded from the subcommittee <br />structure, and stated that establishment of subcommittees would move <br />the City Council process backwards rather than forward. <br />Council Member Gipson questioned how sensitive items would be <br />handled by subcommittees. Assistant City Attorney Ramerman stated <br />that the structure allows for an executive session if an issue qualifies. <br />Victor Harris, Everett, questioned whether subcommittees will have an <br />effect on or exclude dialogue with advisory boards. <br />Roll was called with all council members voting yes, except Council <br />Members Moore, Murphy, and Gipson who voted no. <br />Motion carried. <br />AGREEMENT — WILDLIFE MANAGEMENT SERVICES <br />Moved by Council Member Tuohy, seconded by Council Member <br />Stonecipher, to authorize the Mayor to sign the Cooperative Service <br />236 <br />
