• <br /> t, a. , r <br /> 5. Visual impact of the institution on the surrounding <br /> area; <br /> 6. Public improvements proposed in connection with the <br /> institution; and <br /> 7. The public benefit provided by the institution. <br /> Effect of Approval. The approval by the City Council of a master <br /> plan for an Institutional Zone shall have the effect of a general <br /> guide for future development within the Institutional Zone. The <br /> approved master plan shall remain binding upon the sponsoring <br /> institution and the City. The review of an individual phase or of <br /> the entire development shall be the responsibility of the <br /> Planning Director, using Review Process II.B, for all development <br /> which is consistent with the general parameters established by <br /> the City Council. Minor revisions to the master plan may be <br /> approved by the Planning Director using Review Process II .B, <br /> provided that such revisions are consistent with the standards <br /> and uses approved by the City Council , and do not change the uses <br /> or character, or allow an increase in the intensity of <br /> development authorized by City Council. Any proposed changes <br /> which are not consistent with the City Council approval shall be <br /> reviewed by the Planning Commission and City Council. <br /> SECTION 68: The Zoning Map, adopted as part of Subsection 2.020 of <br /> Ordinance No. 1671-89, is hereby amended from M-1 (Office and <br /> Industrial Park) to M-M (Business Park) for the following described <br /> area: <br /> The north half of the northwest quarter of Section 14, T.28N, <br /> R.4E, Willamette Meridian, situated in the City of Everett, <br /> Snohomish County, Washington. <br /> SECTION 69: Severability. If any section, subsection, clause, <br /> phrase or any portion of this ordinance is for any reason held to be <br /> invalid or unconstitutional by the decision of any court of <br /> competent jurisdiction, such decision shall not affect the validity <br /> of the remaining portions of this ordinance. The City Council of <br /> the City of Everett hereby declares that it would have adopted this <br /> ordinance and each section, subsection, sentence, clause, phrase or <br /> portion thereof irrespective of the fact that any one or portions be <br /> declared invalid or unconstitutional. <br /> SECTION 70: Savings Clause. Nothing contained in this Ordinance <br /> shall be construed as abating any action now pending under or by <br /> virtue of any ordinance of the City herein superseded; or as <br /> discontinuing, abating, modifying or altering any penalty accrued or <br /> to accrue, or as affecting the liability of any person, firm or <br /> corporation, or as waiving any right of the City under any ordinance <br /> or provision thereof in force at the time of passage of this <br /> Ordinance. <br /> 4-7 <br />
