• <br /> Bed and breakfast house means an owner occupied dwelling which 'is <br /> used to provide overnight guest lodging in not more than five guest <br /> rooms and which usually provides a morning meal as part of the room <br /> rate structure. <br /> Benchmark means a fixed reference point or object, more or less <br /> permanent in character, the elevation of which is known, or to which <br /> a nominal elevation can be assigned. <br /> Billboard means an outdoor advertising sign or poster panel which <br /> advertises products, businesses, and/or services not connected with <br /> the site on which the sign is located, and which sign is a <br /> substantial permanent structure with display services of a type which <br /> are customarily leased for commercial purposes. <br /> Biologist means a person who has earned a degree in biological <br /> sciences from a college or university, with practical experience that <br /> includes at least two years expertise in matters involving wetlands <br /> biology or stream ecology in the Pacific Northwest. <br /> Board of Adjustment means the Board of Adjustment for the City of <br /> Everett. <br /> Boarding means the provision of a room for lodging purposes and meals <br /> in return for payment of rent. <br /> Boardinghouse means a principal building other than a hotel where <br /> lodging which complies with the City Housing Code, with one or more <br /> daily meals, is provided for compensation on other than a day-to-day <br /> basis and which is not open to transient guests. <br /> Bog means wetlands with extensive living sphagnum moss or sphagnum <br /> peat and a distinctive flora that results from the acidic substrate. <br /> Buffer means an area which provides the margin of safety through <br /> protection of slope stability, attenuation of surface water flows and <br /> erosion controls necessary to minimize risk to the public from loss <br /> of life or well-being or property damage resulting from natural <br /> disasters, or an area which is an integral part of the natural system <br /> and which provides shading, input of organic debris and coarse <br /> sediments room for variation in stream or wetland boundaries, habitat <br /> for wildlife and protection from harmful intrusion necessary to <br /> protect the public from losses suffered when the functions and values <br /> of important aquatic resources are degraded. <br /> Buffer Management means an activity proposed by a public agency, <br /> public utility, or private entity, and approved by the Planning <br /> Director, within a buffer required by this Ordinance, that is proposed <br /> to: <br /> a. reduce or eliminate a verified public safety hazard; or <br /> b. maintain or enhance wildlife habitat diversity; or <br /> c. maintain or enhance the fishery or other aspects of stream, <br /> wetland, or terrestrial ecosystems. <br /> Buildable Area means the "lot area" minus "undevelopable areas.
