Question from Councilmember Stonecipher: What is the difference between the R-5 zone with <br /> the Development Agreement and the standards of the Core Residential Area, both R-4 and R-5? <br /> Answer: The development agreement was for a 40-unit building and a specific design on a 125 <br /> foot wide building site. The other lots in the block were also rezoned to R-5, but without a <br /> specific design. Those other lots are currently governed by the Core Residential Area design <br /> standards adopted in 2008. If the development agreement is eliminated and the site rezoned to <br /> a straight R-5 zone, there would be no specific design a developer would have to build, as long <br /> as any buildings proposed meet the Core Residential Zone standards. <br /> The differences in standards include the following: <br /> Setbacks: <br /> • Current Zoning Standards—Setbacks: 10'front; 0' rear; 5' interior. No difference between R-4 and <br /> R-5, except that interior setback in R-5 may be reduced from 5' to 0' for portions of buildings not <br /> exceeding 15' in height. <br /> • Development Agreement—Setbacks: 15'front; 0' rear; 5' side (reduced to 2.5'through <br /> administrative modification). <br /> Building Height <br /> • Current Zoning Standards— Building height: 65' <br /> • Development Agreement— Building height: 60' <br /> Landscaping: <br /> • Current Zoning Standards—20%of entire site in R-4 zone; 15% of entire site in R-5 zone <br /> • Development Agreement—14%of entire site, less walkways (includes front and side setbacks) <br /> Open Space: <br /> • Current Zoning Standards—100 square feet per unit <br /> • Development Agreement—1,000 square feet total within a courtyard, plus private balconies for <br /> each dwelling unit <br /> Residential Density <br /> • Current Zoning Standards- Unlimited in R-4 and R-5 zones <br /> • Development Agreement—40 units on a 12,500 square foot lot= 139 dwelling units per acre <br /> Building Design: <br /> • Current Zoning Standards—Same in R-4 and R-5 zones. Includes standards for building entrances, <br /> windows, detailing, modulation/articulation, roofline changes, established neighborhoods, building <br /> materials and maintenance,foundation materials. <br /> • Development Agreement—Per approved building elevations. Standards: building symmetry <br /> between north and south facades; building materials (siding); roof color and material; balcony <br /> treatment;window treatment; sliding door treatment; front planter and steps; garage wall <br /> treatment(color).
