The Partnership for Sustainable Communities grant is intended to
implement HUD's six livability principles of providing more transportation choices, promoting equitable,
affordable housing, enhancing economic competitiveness, supporting existing communities, coordinating
and leveraging federal policies and investments, and valuing communities and neighborhoods. The grant
program has been named"Growing Transit Communities." Everett is a partner in the grant application, and
has committed staff time to support the program.
The Memorandum of Understanding (MOU) is attached as an exhibit to the Resolution. Section 5 of the
MOU describes in more detail the expected outcomes of the grant program. One of the program goals is to
encourage greater participation in the planning process by low income citizens and traditionally under-
represented populations. Other goals include increasing access to employment centers for low income
citizens; promoting affordable housing in transit-oriented development; and the use of compact, infill
development to accommodate job and population growth.
RECOMMENDATION (Exact action requested of Council):
Adopt Resolution Authorizing Mayor to Execute Memorandum of Understanding Related to the PSRC
"Growing Transit Communities" Program.
1
