9 EXHIBIT A SCOPE OF WORK Task 1 —Federal and State Legislative and Regulatory Actions Description This task covers the tracking of Proposed Federal and State legislation and regulatory actions related to the City's forestry and watershed management responsibilities. Services To Be Performed As directed,participate in the review of proposed Federal and State legislative and regulatory efforts related to the City forestry and watershed management responsibilities. Assist with the preparation of comments, attend hearings and meetings with City staff,trade organizations, and other agencies and officials when applicable. Task 2—Federal and State Regulation Compliance Description Assist with the tracking and compliance with Federal and State regulations related to the City's forestry management activities. Services To Be Performed Assist with the preparation of contracts,agreements,reports and permits to insure compliance with all State and Federal rules and regulations that pertain to the City's forest management activities and assist with the compliance of the contracts and permits. Task 3—Wildlife Habitat Management Plan (WIMP)Implementation Description Assist with the preparation of the City's timber sales and other forest management activities that are required by the WHMP.This preparation activity includes meetings with Jackson Project co-licensees (PUD)biologists to insure compliance with requirements of the WI-IMP. Assist in the preparation of reports to Federal and State agencies and Tribes as required by the WI-IMP. Attend meeting with Federal and State agencies and Tribes to review the reports and address any other questions or concerns by the agencies or Tribes. Services To Be Performed Conduct field work to complete the layout of timber sales as required under the WHMP.This will include the location and design of forest access roads,sale boundary design and location, snag and coarse woody 54
