SECTION 3::PROJECT:NEED AND SOLUTION <br /> This section includes a series of questions related to the need for the project and the proposed solution to the problem. <br /> Have thorough and complete responses. <br /> Attach any verifying information if necessary to clarify the degree of the problem(i.e., regulatory orders, negotiated letters <br /> of agreement, etc.). <br /> This is the applicant's opportunity to state the problem and its impact on the community. <br /> The information below states the Program's priorities, which are used to recommend projects for funding. <br /> • The program priority in which they fall, <br /> • Need assessment, <br /> • How well the situation is documented, and <br /> • How well the proposed solution addresses the problem. <br /> 1. Public health and safety <br /> 2. Environmental health <br /> Program 3. System performance <br /> Priorities: Re•air/Re•lacement <br /> 4.
