SECTION 3::PROJECT:NEED AND SOLUTION This section includes a series of questions related to the need for the project and the proposed solution to the problem. Have thorough and complete responses. Attach any verifying information if necessary to clarify the degree of the problem(i.e., regulatory orders, negotiated letters of agreement, etc.). This is the applicant's opportunity to state the problem and its impact on the community.
