impacts and minimize the potential for leaks of chlorinated water into the wetlands and Panther Creek which
8 would damage the overall habitat of endangered species.
- Retains Design Flow Capacity: Without increasing the pipe size or constructing a new transmission line, this
project will allow higher operating pressures and thus greater flow capacity. The higher capacity means
better service to meet the current water demands of the 8 cities and 4 major water districts which receive
water from the transmission system.
- Provides Access to Better Maintenance: By providing a new maintenance service road, this project will
allow access to the pipeline in areas where none existed, allowing maintenance and repairs to occur on a
regular basis.
- Extends the Service Life: The pipe replacement program is part of the overall upgrade of Everett's water
transmission lines. To date, the City has invested over$55 million on its transmission line replacement
projects. The useful life of this project is expected to last for 100 years, which will serve the water needs for
Snohomish County well into the 22nd century.
37
Fiscal Year 2013 Public Works Trust Fund Loan Application Page 16
