These biofilters are part of the <br /> odor control system that mitigates odor impacts from hydrogen sulfide emissions at the Plant headworks. The <br /> Phase B-2A Improvements Project will construct modifications to the Headworks Biofilters to accommodate the <br /> new biofilter media. <br /> Six bids were received at the bid opening on July 12, 2011. Award Construction,Inc. (ACI)was the apparent <br /> low bidder at the time of the bid opening. City staff have reviewed the bids and recommend that City Council <br /> reject ACI's bid as non-responsive because it failed to submit a complete Bidders Information Statement and a <br /> complete List of Subcontractors,both of which are specifically required. City staff recommend that City <br /> Council award the contract to I&E Construction,Inc. as the lowest responsive bidder with a bid of$794,976.00. <br /> The Phase B-2A Improvements are a part of the Water Pollution Control Facility's Phase B Expansion projects. <br /> Previous expenditures for this account include$1,246,409 for engineering design and construction services, <br /> $2,521,729.94 for the bidding and construction of Phase B-2, $259,838.12 for the purchase of the biofilter media <br /> to be installed in Phase B-2A, and$2,000 for bid advertisement expenses. The total expenditure for this account <br /> to date is$4,029,977.06. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Reject the bid of Award Construction, Inc. as Non-Responsive;Award the Contract for the Construction of the <br /> Water Pollution Control Facility Phase B-2 Improvements to the Lowest Responsive Bidder,I&E Construction, <br /> Inc., in the amount of$794,976.00, including Washington State Sales Tax; and Authorize the Mayor to sign the <br /> Contract with I&E Construction,Inc. 1 <br />
