management operating budget. Funds are used by local jurisdictions and tribes to enhance <br /> their emergency management capability. <br /> 3. Funds are provided by DHS/FEMA solely for the use of supporting emergency <br /> management programs as provided by EMPG Program. The Sub-grantee shall use the <br /> funds to perform tasks as described in the Work Plan of the Sub-grantee's application for <br /> funding, as approved by the Department. Funding may not be used to replace or supplant <br /> existing local or tribal government funding of emergency management programs. <br /> 4. The Sub-grantee shall provide a match of $68,820 of non-federal origin. Match (cost <br /> share) may be cash or in-kind. To meet matching requirements, the Sub-grantee <br /> contributions must be reasonable, allowable, allocable and necessary under the grant <br /> program and must comply with all Federal requirements and regulations, including but not <br /> limited to 2 CFR Part 225, 2 CFR Part 215.23, and 44 CFR Part 13.24. An appropriate <br /> mechanism must be in place to capture, track and document match. <br /> 5. The Sub-grantee acknowledges that since this Grant Agreement involves federal funding, <br /> the period of performance described herein will likely begin prior to the availability of <br /> appropriated federal funds. The Sub-grantee agrees that it will not hold the Department, <br /> the State of Washington, or the United States liable for any damages, claim for <br /> reimbursement, or any type of payment whatsoever for services performed under this Grant <br /> Agreement prior to distribution of appropriated federal funds. <br /> The Sub-grantee agrees that it will not hold the Department, the State of Washington, or <br /> the United States liable for any damages, claim for reimbursement or any type of payment <br /> if federal funds are not appropriated or are not appropriated in a particular amount. <br /> 6. Exercises that are implemented with grant funds must meet the requirements of the FFY11 <br /> EMPG Program.
