I <br /> (i) Each City is allowed by the Consolidated Plan Regulations to maintain <br /> its own citizen participation process and housing and community development policies; <br /> (ii) Everett is allowed by the Consolidated Plan Regulations to maintain its <br /> own non-housing community development plan and program and Community <br /> Development Block Grant allocation process; and <br /> (iii) Marysville is allowed by the Consolidated Plan Regulations to maintain <br /> its own non-housing community development plan and program specific to the <br /> requirements of administering Community Development Block Grant allocation process. <br /> C. Each of the Cities agrees that its separate processes and procedures comply or, <br /> with respect to Marysville, will when adopted comply with the Consolidated Plan <br /> Regulations. <br /> D. Each of the Cities shall also cooperate with the County in conducting countywide <br /> citizen participation, planning, and programming, as necessary for the County to submit <br /> to HUD a Consolidated Plan for the Consortium which complies with the Consolidated <br /> Plan Regulations. <br /> E. The Members agree that each shall affirmatively support fair housing in <br /> compliance with all applicable statutes and regulations. <br /> Section 3. Administration of HOME Funds <br /> A. The County is designated the Representative Member of the Consortium and shall <br /> perform the duties and responsibilities described in this Agreement, including but not <br /> limited to those referred to in Section 1F of this Agreement. <br /> B. Allocation of HOME funds received by the County on behalf of the Consortium <br /> shall be administered by the County. Final approval of all fund awards shall be by the <br /> County, as is required of the Representative Member. The County shall consult with <br /> Everett in the planning and conduct of the solicitation and selection processes for <br /> awarding and allocating funds, including funds for Community Housing Development <br /> Organization ("CHDO") sponsored projects and for CHDO operating costs. The County <br /> shall review, select, award and enter into contracts with sub-recipients associated with <br /> projects or programs situated within geographical boundaries of Marysville. <br /> (i) Set-aside; project selection. The Members acknowledge and agree that <br /> a proportion of the available funds, calculated as follows, shall be awarded to eligible <br /> project proposals selected by Everett in which Everett may function as the operating <br /> entity: Of the gross amount of each annual HOME allocation by HUD to the County, 21 <br /> HOME CONSORTIUM INTERLOCAL AGREEMENT AMONG Page 3 of 8 <br /> SNOHOMISH COUNTY, CITY OF EVERETT AND CITY OF <br /> MARYSVILLE FOR PROGRAM YEARS 2012 THROUGH 2014 <br /> 50 <br />
