The third project has been delayed by protracted <br /> negotiations with ExxonMobil and American Distributing on an agreement to reimburse the City for <br /> incremental costs associated with handling contaminated soil and groundwater from the historical operations <br /> of those companies along Federal and vacated Everett Avenues. The City has requested an extension to the <br /> SRF Loan Agreement for this reason. Amendment No. 3 provides for a one-year extension. <br /> RECOMMENDATION: <br /> Authorize the Mayor to sign Amendment No. 3 to the Washington State Revolving Fund Loan with <br /> Washington State Department of Ecology for the Bond Street Combined Sewer Overflow Control Facilities. <br /> 135 <br />
