I
One 4-hour data review meeting is anticipated with the City and others as the City may require
in order to discuss comments and clarify the basis of Task 200 work. This meeting will serve as
the kick-off meeting for this project.
Site Reconnaissance. The design team will conduct a site visit and walk the project area to
understand field conditions and potential project challenges. The City or other agency
representatives may participate in the site visit and share project knowledge and concerns. The
Consultant will coordinate with the City prior to conducting any site visits. The Consultant will
prepare a Technical Memorandum to summarize significant discussions and observations.
Field Surveying. The design team will set basic ground control and conduct field surveys to
identify basement elevations of up to 60 homes with basements, generally located where virtual
basements are shown in Figure 4-21 of the OTAK report mentioned previously._ Actual
properties to be surveyed will be based on City-conducted survey, field spot observations, and
historical knowledge of the City of know basement flooding events. Basement elevation survey
will be determined following notification of property owners by the City. The Consultant, through.
their surveyor, will also provide up to one full day of miscellaneous field measurements and
documentation of regulator and overflow structures and other identified manholes for which
elevations or survey information is required.
Development and Modeling of Alternatives. The Consultant will review model and inventory
data to determine if critical elements and elevations are needed. Any changes to the existing
model will be verified and reviewed with the City. Using the data provided and clarified, the
Consultant will complete an initial model run using the Otak-prepared SWMM model for the
Sewer M study area to establish dry and wet weather flows tributary to the CS in the portion of
the project area affected by basement flooding. The Consultant will complete a field
reconnaissance, review GIS data, and then propose up to six alternative alignments for the new
SD bypass pipelines.
The Consultant will display alignment alternatives in conjunction with information from GIS
mapping and prepare a planning level cost estimate. A brief Technical Memorandum,
Alternatives Development will summarize this information and provide the rationale for the
alternatives for City review and comment. One 4-hour workshop is planned to review
alternatives and make shortlist.
After City review, the Consultant will model 6 selected alternatives. A Draft Technical
Memorandum, Alternative Analysis will describe results and provide a recommendation for the
alignment of the SD bypass pipeline in draft. One 4-hour review meeting is planned. A preferred
alternative will be selected as a result of the review meeting and City review. The final Technical
Memorandum will be incorporated into the Basis of Design Report, Task 500.
Deliverables:
• Written comments on data and models
• Agenda and meeting notes, two review meetings
• Alternatives Development, Technical Memorandum, 10 copies
September 2011,r3.0 Page 6 of 10 Jacobs Engineering Group Inc.
18
