1
• CS Condition Assessment Technical Memorandum, 10 copies.
• Agenda, workshop and meeting notes to review CS pipeline condition assessment.
Task 400 — Street Assessment
The purpose of this task is: to conduct cursory field reviews of specified City streets/alleys and
intersections, utilizing and considering existing pavement condition surveys provided by the
City; to summarize the general types of roadway distress currently exhibited along each
street/alley segment and intersection; to evaluate adequacy of existing ADA improvements at
intersections; to coordinate and determine the desirable pavement, curb and sidewalk
improvements necessary to rehabilitate each street/alley segment and intersection; and to
establish planning-level construction costs associated with rehabilitating each street/alley
segment and intersection. These factors will then be considered in deciding where to ultimately
locate combined utility and street improvements.
Assumptions:
• The Consultant will perform cursory field reviews and prepare preliminary construction cost
estimates supporting rehabilitation or reconstruction for the following:
o 18 north-south street blocks
o 27 east-west street blocks
o 21 north-south alley blocks •
o 15 intersections.
• The Consultant will utilize existing pavement condition surveys prepared by the City of
Everett in summarizing existing street conditions, and to assist in determining desired
improvements to each street/alley segment and intersection.
• Distressed areas will not be measured in the field.
• The City will perform pothole evaluation of pavement and base layers (up to approximately 2
feet deep)for selected intersections and pavement locations as agreed upon by the City and
Consultant.
Activities:
• Review and graphically summarize existing pavement condition ratings provided by the City.
• Perform cursory field review of designated streets, alleys and intersections; documenting
general roadway/right-of-way conditions and taking photographs. The purpose of this task
is to document both general and special conditions which may affect selected improvement
measures and costs.
• Assess the adequacy of existing curb ramps considering current ADA standards at
designated intersection and/or roadway locations.
• The Consultant will recommend pothole surveys of selected street and/or intersections, and
will observe potholing by the City at mutually agreed upon locations. An allowance of 16
hours has been allocated for this purpose.
• Coordinate and determine desirable method(s) of rehabilitation for each street/alley segment
and intersection (based on visual inspections and pavement condition surveys), and prepare
a preliminary estimate of probable construction cost associated with each street segment.
• Prepare a Technical Summary Memorandum of preliminary findings, recommendations and
estimated rehabilitation costs.
• Prepare, conduct, and record minutes for a meeting to discuss street assessment findings.
September 2011,r3.0 Page 8 of 10 Jacobs Engineering Group Inc.
20
