11 <br /> Development of these macro programs will allow the University to proceed with transition to the ORCA platform. It <br /> is recognized the University desires a long-term solution that would provide an automated direct interface with the <br /> ORCA system for uploading XML files and to issue card blocks, as identified in RFI 564, but the Agencies make no <br /> commitment that such a solution will be implemented. <br /> Section 11.12(f), lmplementation of RF1 614, Card Registration Block. The system change to block the ability <br /> to register cards issued to the University was implemented in Maintenance Release 14 (MR 14). If the University, <br /> at some point, determines that card registration is desired, the registration block can be reversed. Any such <br /> change will apply to all cards issued to the University. Use of the Card Registration Block is subject to the following <br /> conditions: <br /> 1. The University assumes all responsibility for managing the U-PASS program and Campus Cards. <br /> Transportation Services and the Husky Card Account and ID Center will continue to be the primary points <br /> of contact for cardholders. <br /> 2. The University will develop a communication plan for rolling out the new Campus Card. The <br /> communication plan will address the concerns identified in the following points: <br /> a. It is the University's decision to use a non-standard ORCA card to carry the ORCA transit product <br /> b. Clear definition of the benefits and limitations of U-PASS and the Campus Card as they relate to <br /> • ORCA <br /> c. Clear information regarding the option of purchasing a standard ORCA card <br /> The UW communications shall not intentionally reflect negatively on the ORCA system and functions. The <br /> ORCA Agencies Site Managers will be provided the opportunity to review and comment on the <br /> communication plan content and materials before they are finalized, and shall have final approval of all <br /> content references to the ORCA program and ORCA card functionality. The ORCA Agency Site Managers <br /> shall provide their approval or any required edits to meet agency approval no later than three (3) business <br /> days after materials are submitted for their approval. If the ORCA Agency Site Managers do not <br /> communicate their approval or required edits to meet agency approval within three (3) business days, their <br /> approval will be deemed granted. Communications to address emergency situations are exempted from <br /> this requirement. Notification of emergency communications will be provided to the ORCA Agency Site <br /> Managers no later than concurrent with public communication and the University will make all reasonable <br /> efforts to communicate in advance with the ORCA Agency Site Managers and receive their approval of <br /> references to the ORCA program and functionality. <br /> 3. The University will assist the Agencies in the development of a Quick Reference Guide for Agency <br /> Customer Service staff in the event they are contacted by U-PASS holders. The Quick Reference Guide <br /> will be reviewed and approved by Site Mangers and the University prior to distribution. <br /> 4. The University will work in good faith to locate one or more retail Terminal Revalue Units on campus. <br /> These will be accessible to the general public as well as University faculty, staff and students. <br /> 5. The University will investigate payroll deduction purchase of Washington State Ferry passes as an option <br /> for ferry riders. <br /> 6. The University agrees the Card Registration Block is limited to their Campus Card and will not be applied to <br /> Cascadia Community College, or any other entity that may become part of the U-PASS Agreement in the <br /> future that is not issued Campus Cards. <br /> Execution of this Memorandum of Agreement does not nullify or replace any portion of the U-PASS Agreement. <br /> 95 <br /> U-PASS Agreement Final, October 2011 <br /> Attar.hment 7.
