T <br /> RESOLUTION NO. 7108 <br /> A RESOLUTION Declaring the 2016-17 Comprehensive Plan <br /> Annual Docket Review Complete <br /> WHEREAS,the City Council finds the following: <br /> 1. The City of Everett adopted its first Comprehensive Plan under the Washington State <br /> Growth Management Act(GMA) in 1994 and conducted a comprehensive review and <br /> update of the Plan in 2015; and <br /> 2. Codified as Chapter 36.70A, the GMA allows for comprehensive plans to be amended on <br /> an annual basis with a six-year capital facilities plan updated biennially to ensure capital <br /> budget decisions are made in conformity with the comprehensive plan; and <br /> 3. The City of Everett issued a public notice on June 2, 2016 requesting applications be <br /> submitted no later than July 1, 2016 for proposed comprehensive plan and associated <br /> development regulation amendments; and <br /> 4. The City of Everett initiated its 2016-2017 annual comprehensive plan amendment <br /> review process on July 1, 2016, which included consideration of Land Use Map <br /> amendments, rezone applications, and text amendments for several elements of the <br /> comprehensive plan; and <br /> 5. The City of Everett Planning Commission held a public workshop on July 12, 2016 for <br /> general briefing on the proposed amendments that were timely submitted for <br /> consideration as part of the Comprehensive Plan Annual Docket for 2016-17; and <br /> 6. The Everett Parks Department filed a docket request with the City to amend the text of <br /> the Everett Comprehensive Plan by replacing the existing Parks and Recreation Element <br /> with a revised version put forth by the Parks Commission that is consistent with the <br /> Parks, Recreation and Open Space Plan approved in 2016; and <br /> 7. The proposed amendments will maintain internal consistency within the comprehensive <br /> plan elements as required by RCW 36.70A.070; and <br /> 8. The proposed zoning map amendments will implement the approved comprehensive plan <br /> land use designations, as amended; and <br /> 9. The City regularly updates the various chapters of the Comprehensive Plan in order to <br /> keep the document timely and of value to the public and City decision makers; and <br /> - 1 - <br />
