The Estate of David Lawrence Knatz, Respondent, is the owner of record of <br /> property at 1510 Walnut Street, Everett, Washington (property) which is in an R-3, <br /> Multiple Family Medium Density zone as established by the City of Everett. David <br /> Lawrence Knatz died on April 17, 2015. Upon research of Washington State Court <br /> System, no probate action has been initiated for the property. It is not known if the <br /> deceased left a will at the time of this hearing. Debra Clark and Jeremy Fowler, <br /> Respondents, are tenants of the residential structure on the property. Ms. Clark <br /> was the alleged fiancée of Mr. Knatz and Mr. Fowler is her adult son. On March 1, 2016, during an inspection of the property, City of Everett Code <br /> Enforcement Officer Cindy Keirsey observed and photographed bagged garbage, <br /> boxes, litter, household equipment, furniture, salvage material and personal items <br /> discarded on the front porch of the residential structure, rear yard and bed of a <br /> pickup truck parked in the rear yard of the property. She also observed two <br /> vehicles, a Chevy pickup truck and a Toyota Celica, with expired license tabs that <br /> were parked on the property. Such violations are an annoyance and disrupt and <br /> injure the comfort, repose, health and safety of others. The entire community is <br /> affected by the activity. While on site on March 1, 2016, Officer Keirsey spoke with Respondent Debra Clark <br /> who informed her that she and her adult son, Respondent Fowler, were living in the <br /> residential structure. Officer Keirsey observed that the residential structure was <br /> without electrical and water service and that a propane heater in the living room was <br />
