EVERETT <br /> RETT <br /> ORDINANCE NO. 1810-91 <br /> AN ORDINANCE adopting regulations related to animals <br /> and repealing Ordinance No. 's 680-80, 1626-89 and <br /> Section 6 of Ordinance No. 1228-86. <br /> WHEREAS, the City Council finds that the City should encourage, <br /> secure and enforce those animal control measures deemed desirable <br /> and necessary for the protection of human health, safety and <br /> welfare and to the greatest degree practicable to prevent injury <br /> to property and cruelty to animal life; and <br /> WHEREAS, the City Council finds that it should establish and <br /> implement a program for licensing and regulation of dogs and cats <br /> as well as other animals, and facilities which house them and to <br /> provide for the health, safety and welfare of the people residing <br /> in the City; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: TITLE. <br /> The ordinance codified in this chapter may be cited as "the <br /> animal control ordinance. " <br /> SECTION 2 : DEFINITIONS. <br /> As used in this ordinance, the terms defined in this section <br /> shall have the defined meanings unless the context requires <br /> otherwise; words in the present tense include the future; the <br /> singular includes the plural; plural usage includes the singular; <br /> "shall" means mandatory, not directory, and the masculine gender <br /> includes the feminine. <br /> A. "Adult dog or cat" means any dog or cat over the age of <br /> six months. <br /> B. "Animal" means any live vertebrate creature, reptile, <br /> amphibian, or bird, except man. <br /> C. "Animal at large" means any animal off the property of <br /> its owner, unless restrained by leash, tether or other physical <br /> control device not to exceed eight feet in length and under the <br /> physical control of a responsible person, whether or not the <br /> owner of such animal, or which enters upon the property of <br />
