City of Everett Human Needs Grant
January 1 through December 31,2017
United Way of Snohomish County
Project Homeless Connect
EXHIBIT A: Program Summary
Project Homeless Connect(PHC) is a one-day community wide event designed to connect people experiencing
homelessness with services that they may need or from which they could benefit. Project Homeless Connect is
a community effort, put on each year through a collaboration of many public and private partners from
throughout Snohomish County. As such, the United Way of Snohomish County provides support to Project
Homeless Connect by acting as the sole fiscal agent. UWSC receives no administrative fees from this grant to
provide this service.
PHC relies heavily on the contributions of agency staff and community volunteers to ensure the event's success.
As a way to acknowledge these vital services, as well as to provide opportunities to connect more personally and
informally with service recipients, we provide meals to every person at the event. Since 2013, an average of 450:-
550 staff and volunteers participate in the event.
An average of 1,170 individuals annually register at PHC (2013: 1202; 2014: 1376; 2015: 939; 2016: 933), and we
anticipate the number of meals served in 2017 to fall within the range named above. The average percentage of
PHC attendees who identified Everett as the city where they spent most of their time over that same period was
52% (2013: 34%; 2014: 59%; 2015: 60%; 2016: 52%) and we anticipate the 2017 proportion to remain within this
range.
Food insecurity continues to be an issue, which is why serving a hot meal is so integral to PHC. Everyone who
participates in PHC is offered a high-quality, hot meal comparable to one served at a local restaurant. In 2016,
guests were provided a meal of pasta, meat, salad and a hot vegetable.A similar meal will be offered this year.
