format.Developers must enclose Proposals in sealed package identifying the RFP XXXX, <br /> Developer's name,and mailing address. <br /> 5.0 PROPOSAL CONTENT <br /> 5.1 Instructions <br /> Each Proposal shall address the following elements in the order stated below.Address all of the <br /> questions thoroughly,as partial responses will be considered non-responsive and be scored <br /> accordingly. Short List proposal content is presented only to provide Developers an <br /> understanding of future submittal requirements,process,and scoring,and should not be addressed <br /> in the initial submittal. <br /> 5.2 Content <br /> Submittal requirements include a Cover Letter,Development Proposal,Experience and Past <br /> Performance,and Letter of Intent. Proposals that do not include the Letter of Intent will be <br /> deemed non-responsive and will be rejected. <br /> Cover Letter <br /> The cover letter is to include a statement indicating that the Developer understands the <br /> requirements of the RFP and is committed to meeting the City's Goals for the project. The <br /> identity of the development entity must be disclosed,including the name,address,telephone <br /> number, and email address of the firm's designated single point of contact for the project. The <br /> letter must be signed by an individual or officer of the contracting entity with the legal authority <br /> to commit to the project. <br /> A. Development Proposal(30 points) <br /> 1. Preliminary Development Plan <br /> Describe the development plan as indicated below. <br /> a. In a narrative form,summarize the development plan including: leadership role,pre- <br /> development collaboration,negotiation,project character,architecture and design, <br /> construction contracting methodology,management plan, construction,and quality <br /> control. Provide Developer's approach and methodology for assessing and defining the <br /> scope,negotiating the terms of,and implementing the Project. <br /> b. Provide conceptual design,blocking diagrams,and sketches of project elements,including <br /> approximate building heights and measures. The conceptual design portion should <br /> demonstrate conceptual creativity in the way the site is developed.The Selection <br /> Committee will be interested only in a preliminary visual representation of the approach <br /> (This is not a beauty contest and elaborate imagery is discouraged). <br /> c. Describe how the project will address the ULI's Ten Principles of Successful <br /> Development Around Transit. Describe the urban amenities the project will bring <br /> to the neighborhood,such as ground floor retail. <br /> d. Explain how ingress,egress,and parking will work during construction and thereafter. <br /> Describe mitigation measures aimed at potential disruptions caused by construction. <br /> Smith Street TOD-RFP Page 9 <br /> 11 <br />
