1 <br /> 1.0 INTRODUCTION <br /> 1.1 Purpose <br /> The purpose of this Request for Proposals("RFP")is to identify a qualified Developer to acquire <br /> and develop a City of Everett(City)owned property located adjacent to the Everett Station. The <br /> City is seeking responses from only those Developers with a demonstrated development track <br /> record of developing similar projects. The selected Developer will acquire the property,plan, <br /> independently finance,construct,'and market the project. The City is not seeking a fee <br /> development arrangement. <br /> 1.2 Vision <br /> As described in the Everett Station Area Plan,the City of Everett envisions a mixed-use <br /> development that adds vitality to the Everett Station area and complements the other proximate <br /> transit oriented development. When complete,the project will include transit parking,non-transit <br /> public parking,and a mix of other uses;possibly retail,multi-family residential,hospitality,and <br /> office elements. <br /> 1.3 Goals <br /> The City's goals for the project are as follows: <br /> 1.The generation of critical mass in the station area. <br /> 2.The creation of urban amenities. <br /> 3.A project that reflects high quality design and construction. <br /> 4.A project that delivers on transit oriented development principles. <br /> 5.Project delivery by a capable,experienced development team. <br /> 6.Finding creative solutions for the retention of 242 parking stalls on the property <br /> for transit and non-transit public parking purposes. <br /> 7.Receipt of fair market value for its property. <br /> 8.No additional capital investment by the City. <br /> 2.0 BACKGROUND INFORMATION <br /> 2.1 City Profile <br /> The City of Everett owns a parcel on Smith Street between 32nd Street and 33rd Street <br /> ("Property"). The Property is part of a ten acre site that encompasses the Everett Station Multi- <br /> Modal Center. <br /> Everett is a bayside community nestled between the beautiful Cascade Mountain Range to the <br /> east and hundreds of forested islands and the oceanic wildlife of the Puget Sound to the west, <br /> with the Snohomish River and easy-to-access lakes close at hand. <br /> As the county seat, Everett is the center of economic development with an expanding high- <br /> technology industrial base, a deep-water port accessing the Pacific Ocean, an established,world- <br /> renowned manufacturing core and state-of-the-art naval station.Opportunities abound in our city. <br /> Smith Street TOD-RFP Page 3 <br /> 5 <br />
