6 • e - •__ e • : _ ,T, t ! _ ` , , . -•_1 _ e , • .Procedures for Making Bids and Awarding Contracts For purposes of establishing procedures for making bids and awarding contacts,as authorized by Section 4.13 of the City of Everett's Charter,the City hereby adopts by ordinance the l A . _t • e • ! _ , L - !1 l� Purchasing Guidelines ("Guidelines") as set forth in Exhibit A,which are is attached hereto and incorporated herein by reference.The Guidelines shall control the City's procurement of goods and services to the extent provided therein.The purpose of the GUIDELINES is to establish procedures for T .L 1, policies for purchasing supplies and materials,and contracting forservices by the City of Everett - - - - - . 1. - architectural and engineering design services. The GuidelinesGUIDELINES de not apply to the acquisition, sale, conveyance,or lease of real property of to the disposition of the City's personal property. Section 2. The Purchasing Guidelines attached hereto as Exhibit A, amend and supersede Exhibit A of Ordinance No.2458-00, as amended,and the City's PURCHASING AND SURPLUS PROPERTY GUIDELINES,as amended, and any other policies in conflict herewith; including Policy No. 400-00-02 (the City's Small Works Roster Policy). Section 3. The City's Purchasing Policy shall hereafter be amended as provided in Section 17 of Exhibit A. Section 4. The enactment of this Ordinance shall not affect any case,proceeding, appeal,or other matter currently pending in any court or in any way modify any right or liability, civil or criminal,which may be in existence on the effective date of this Ordinance. Section 5. The City Clerk and the codifiers of this Ordinance are authorized to make necessary corrections to this Ordinance including,but not limited to,the correction of scrivener's/clerical errors,references,ordinance numbering, section/subsection numbers, and any references thereto. • Ray Stephanson,Mayor ATTEST: 2 • 108
