Typically stormwater is directed to a nearby receiving water body. There are three watersheds within <br /> the City: the Port Gardner Bay Watershed,the Lake Washington Watershed and the Snohomish River <br /> Watershed. Basins within each watershed are defined by streams,creeks, or lakes that discharge to these <br /> receiving waters. <br /> The City of Everett's original basin plans were completed 25 years ago. During those 25 years,the City has <br /> annexed new areas and regulations have changed significantly resulting in limitations on how the originally <br /> proposed capital improvements can be implemented. In recent years the City, as a Phase II community,was <br /> issued a Municipal Storm Sewer System(MS4)National Pollutant Discharge Elimination System(NPDES) <br /> permit. It is anticipated that additional requirements will be imposed through these permits. <br /> The City is in the second year of a three-phase effort to replace the outdated basin plans and produce a <br /> Surface Water Comprehensive Plan that will present a prioritized list of capital improvement projects and <br /> programs. Phase 2 of the work entails data collection,reconnaissance, and analysis for the basins within the <br /> Port Gardner Bay Watershed,which will require additional services in the amount of$300,000. The original <br /> contract was for$270,000. <br /> RECOMMENDATION: Authorize the Mayor to sign Amendment No. 1 with Otak for Phase 2 of the <br /> Surface Water Comprehensive Plan for an additional amount of$300,000. <br /> 123 <br />
