6 ORDINANCE NO. An Ordinance Regarding the City's Purchasing Policy, amending Ordinance No.2458-00 (EMC 3.44). WHEREAS,the Everett City Charter, §4.13 provides that the Council may establish procedures for making bids and letting contracts; and WHEREAS,the City adopted Ordinance No. 2458-00,establishing Purchasing and Surplus Property Guidelines; and WHEREAS,the Purchasing and Surplus Property Guidelines currently provide authority to administratively amend the Policy provided there are no substantial deviations from the Policy baseline; and WHEREAS,staff has recommended extensive amendments to the Purchasing and Surplus Property Guidelines to reflect current state law, improve clarity, and promote fiscal responsibility; NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: Section 1. Section 1 of Ordinance No.2458-00 (EMC 3.44.010)which reads as follows: PROCEDURES FOR MAKING BIDS AND AWARDING CONTRACTS For purposes of establishing procedures for making bids and awarding contracts as authorized by Section 4.13 of the City of Everett's Charter, the City hereby adopts by ordinance the PURCHASING AND SURPLUS PROPERTY GUIDELINES ("GUIDELINES') as set forth in Exhibit A which are attached hereto and incorporated herein by reference. The purpose of the GUIDELINES is to establish procedures for making bids and awarding contacts. The GUIDELINES establish guidelines and clarify the policies for purchasing supplies and materials, and contracting for services by the City of Everett to the extent provided therein. The GUIDELINES apply to public works project contracts, the acquisition of supplies, equipment, and materials and the acquisition of services such as telecommunication services,data processing services, and professional services, including architectural and engineering design services. The GUIDELINES do not apply to the acquisition, sale,conveyance, or lease of real property. is hereby amended to read as follows: 1 65
