6 I PURCHASING AND SURPLUS PROPERTY GUIDELINES <br /> SECTION 1.0—GENERAL <br /> 1.1 PURPOSE— Purpose <br /> This document establishes e -"e- - - •- - ' - •-the City of Evereft's (the "City's") <br /> policies and procedures for purchasing supplies and materials; and for contracting for <br /> services e . -- - - . <br /> This document does not create any enforc ble rights or causes of actions in third <br /> parties. . The policies and procedures detailed in this document are mandatory and City <br /> staff risk disciplinary action for unauthorized departure from these guidelines. <br /> This document does not create any enforceable rights or causes of action in third <br /> parties and does not in any way limit the City's ability to procure goods or services in <br /> accordance with State laws. <br /> 1.2 GOALS Goals <br /> The City's contracting;and purchasing, and property disposal goals include: <br /> • Maintaining the quality and integrity of the City's purchasing system; <br /> • Maximizing the purchasing value of City of Everett's funds; <br /> • Providing a uniform citywidcCitywide purchasing system to the extent <br /> practical and feasible; and <br /> Assuring fair and equitable treatment of people who deal with the City's <br /> purchasing system; and <br /> and City Charter. <br /> 1.3-SCORE— Scope <br /> These guidelines apply to public works project contractswork projects; the procurement <br /> of professional and personal services, including architectural and engineering design <br /> services; the acquisition of supplies, equipment, and materialmaterials; and the <br /> acquisition of services such asthrough competitive negotiation, including <br /> telecommunication services,and data processing services, - -= e e - - - - • , <br /> including architectural and engineering design servicea. <br /> These guidelines do not apply to the acquisition, sale, conveyance, license, or lease of <br /> real property. <br /> If federal or state funding, financial assistance, grants, or grant funding is involved in the <br /> proposed acquisition and/or contract, the program management requirements should be <br /> obtained from the appropriate agency.
