The project used subsurface materials and drainage dating from the 1980's. Today, <br /> the field is characterized by synthetic fibers that have fractured; a reduced pile height; a heavily worn surface; <br /> and has been professionally assessed as near the end of its useful life. The most obvious negative symptom <br /> of this degradation is standing water on the field during sustained rainfall,thereby limiting, and frequently, <br /> cancelling play. The project also includes conversion of the cinder perimeter of the field to synthetic <br /> surfacing. <br /> Approval of the proposed funding ordinance will provide sufficient funds to construct the field's synthetic <br /> replacement. At the Council's April 4,2012 meeting,it is also anticipated that City Council will be asked to <br /> also award a construction contract for this project(with a briefing scheduled for March 28, 2012). <br /> RECOMMENDATION: <br /> Adopt an Ordinance creating a special improvement project entitled"Kasch Park Soccer Field Number One <br /> Replacement," Fund 354,Program 040,to accumulate all costs for the improvement project. <br /> 47 <br />
