The existing facilities will be removed and replaced with new structures and equipment.
Construction is anticipated to begin in July 2012 and be completed by fall 2013. The bidding process will
include Supplemental Bidder Responsibility Criteria (SBRC) to show that the low bidder has sufficient
experience to undertake this project in a competent manner. The following factors are relevant for the SBRC
requirements:
1. Continuous, uninterrupted flow of sewage must be maintained during construction of the new facility.
The project is significant in terms of the depth of excavation and pump equipment size. The
contractor must plan the work sequence and progress milestones to maintain uninterrupted flow and
stay on schedule.
2. Permitting for the project involves numerous agencies including Snohomish County, US Army Corps
of Engineers and Washington Dept of Fish and Wildlife. In addition, the work is subject to the terms
and conditions of various easements and permits granted by Snohomish Co. PUD and adjacent
property owners.
3. This is a joint-use facility that serves both Everett and Alderwood Water&Wastewater District. It is
important to have a high level of confidence in the capabilities of the selected construction contractor.
RECOMMENDATION (Exact action requested of Council):
Authorize Call for Bids for the construction of Sewer Lift Station No. 24 Replacement Project.
255
