Capital <br /> improvement projects that support the land use strategies of this plan may extend to <br /> areas far beyond the areas proposed for rezoning. More detailed review of potential <br /> capital improvements, design, costs, benefits and priorities may result in the decision to <br /> not build some of the improvements identified in this plan.
