City staff and a consultant team conducted a thorough public participation process <br /> and extensive research and analysis of needs and opportunities in the Evergreen Way—Rucker Avenue <br /> corridor. The Evergreen Way Revitalization Plan proposes a series of actions to accomplish the broad <br /> objectives of(1) Stimulating redevelopment and capital investment; (2) Support existing businesses and <br /> encouraging new business activity;(3)Accommodating growth in a manner that enhances community <br /> character; (4)Maximizing use of transit and increase transit ridership; and(5)Building more vital <br /> communities. <br /> This is the first of five ordinances that will adopt and implement the Evergreen Way Revitalization Plan. <br /> The companion ordinances adopt new zoning regulations and design standards, rezone the entire corridor <br /> within the city limits to the new zone districts,expand the Multiple Family Property Tax Exemption to the <br /> Mixed Use Overlay zones near the Swift Bus Rapid Transit stations, and increase the SEPA categorical <br /> exemption threshold for residential and mixed use in the same Mixed Use Overlay zones. <br /> RECOMMENDATION(Exact action requested of Council): <br /> Adopt Ordinance Adopting the Evergreen Way Revitalization Plan as a Subarea Plan of the Everett Growth <br /> Management Comprehensive Plan,Amending Ordinance No. 2021-94, as amended. <br /> 31 <br />
