Business and property owners in several of the auto-oriented business <br /> segments between the nodes have already taken steps to upgrade their areas. The <br /> cluster of auto dealerships just south of Everett Way Mall is an example of such efforts. <br /> Changing perceptions about the BRT station nodes will likely be more difficult because <br /> the transformation is more dramatic and many of the new mixed-use development and <br /> livability improvements will likely occur on side streets and just off Evergreen Way <br /> itself. However, most of the nodes do have a substantial residential population on <br /> which to build a more Complete neighborhood and support local services. In similar <br /> conditions, neighborhood centers have been achieved by small-scale improvements <br /> and incremental development over time. <br /> As noted above, the City can participate in shaping an identity for the corridor and its <br /> nodes as an emerging neighborhood for people to live, work, and gather. The street <br /> improvement and landscaping standards within public right-of-way identified in this plan <br /> and in the zoning standards will be implemented either by redevelopment of private <br /> property, or by City-sponsored improvement projects if funding can be secured. These <br /> efforts can combine with private marketing efforts to build some interest and excitement <br /> locally and in the region. <br /> Implementation at Each BRT Node. The detailed recommended actions for each of <br /> the BRT station area nodes is contained in the Evergreen Way Plan Background Report <br /> (Appendix 5). The City may elect not to initiate all of the improvements or strategies <br /> suggested in the report. <br />
